Earthquake Scenarios

Before earthquakes occur, it is necessary to plan the works to be done and the measures to be taken after the earthquake. In order to carry out these planning studies well, it should be estimated how large an earthquake may occur in the future and how the settlements will be affected by this earthquake.

In our country, the preparation of emergency aid plans is carried out in accordance with the “Regulation on Disaster Emergency Aid Organization and Planning Principles” prepared in accordance with the 4th article of the law numbered 7269. This regulation, which entered into force with the decision of the Council of Ministers dated 01.04.1988 and numbered 88/12777 and published in the Official Gazette dated 08.05.1988 and numbered 19808, gives the general principles of emergency aid planning at the country, province and district level. The purpose of this regulation is to plan all the power and resources of the state before the disaster and to regulate the establishment and duties of the emergency aid organizations in order to ensure that the state forces reach the disaster area as quickly as possible and the most effective first and emergency aid to the victims of the disaster. In addition, in accordance with the "Special Provincial Administration Law" numbered 5302, "Municipal Law" numbered 5393 and "Metropolitan Municipality Law" numbered 5216, which entered into force in 2004 and 2005, harm reduction and intervention plans should be prepared by the special provincial administrations and municipalities. It is tried to determine how big an earthquake may occur in the future with seismic hazard studies, and to what extent the settlements will be affected by a possible earthquake with earthquake scenarios.

In accordance with the Emergency Aid Plans that should be prepared in accordance with the "Regulation on Emergency Aid Organization and Planning Principles Regarding Disasters" prepared in accordance with the 4th article of the Disaster Law No. 7269, and the "Special Provincial Administration Law No. 5302", "Municipal Law No. 5393" and the Metropolitan Municipality Law No. 5216. The Damage Mitigation and Response Plans to be made should be based on scenario studies prepared in accordance with scientific criteria.
